Ms. Dabeau concentrates her practice on general technology transactions and health information technology, as well as related privacy and regulatory issues.  Prior to joining FisherBroyles, Ms. Dabeau was the General Counsel for the Texas Health Services Authority, the entity designated by the Texas State Legislature to help facilitate the electronic exchange of health information in the State of Texas. Ms. Dabeau began her legal career in the intellectual property practice group at Thompson & Knight, LLP before moving to an in-house counsel position at Texas Instruments. At Texas Instruments, Ms. Dabeau led a team of attorneys in supporting multiple business units, including business units in both the wireless and the consumer electronics divisions. Ms. Dabeau has 12+ years of experience in general technology transactions, developing and negotiating a multitude of different types of contracts and licenses related to the purchase, sale, development, licensing and use of technology, and related business agreements.

In addition to her expertise in general technology transactions, while at the Texas Health Services Authority, Ms. Dabeau gained particular expertise in the areas of health information technology and privacy law. As General Counsel, Ms. Dabeau drafted procurement documents and negotiated all vendor and other service and consultant agreements, developed corporate policies and compliance documents, and counseled and advised the corporation and others regarding grant compliance issues, technology procurement, sustainability planning, business associate agreements, service and participation agreements, and privacy and security law compliance, including HIPAA/HITECH compliance.

Ms. Dabeau served as the co-chair of the Office of the National Coordinator’s Privacy and Security workgroup on HIE network participation agreements and currently serves as co-lead in the development of the American Health Lawyers Association’s toolkit for “Health Information Technology and Electronic Health Records/Health Information Exchange.”
